Competitiveness evaluation of rape seed industry of Sichuan province

  • 摘要: 【目的】识别四川省油菜种业竞争力水平,探讨四川省油菜种业发展的优势和制约因素,以推进四川省油菜种业发展,同时为油菜种业竞争力分析提供理论支撑。【方法】从资源禀赋、发展能力和产业环境等3方面构建油菜种业竞争力评价指标体系,运用因子分析和聚类分析方法,对中国主要省、市、自治区的油菜种业竞争力进行评价与分析,识别四川省油菜种业竞争力水平及其在全国所处的地位。【结果】四川省油菜种业竞争力在全国位于第二梯队,与湖北省相比有一定差距,但油菜种业综合竞争力水平仍位于全国前列,主要是其在发展能力和资源禀赋方面的优势较为明显。但发展能力和产业环境对四川省油菜种业竞争力的推动作用仍有待增强,未来四川省油菜种业竞争力水平仍有较大的提升空间。【建议】应加快现代化制种基地建设、提高油菜制种水平,整合财政资金、创新油菜良种推广模式,扶持一批育繁推一体化的现代种业集团、加强产学研有效结合,强化油菜种业政策扶持、创造良好的产业发展环境,以进一步提高四川油菜种业竞争力。

     

    Abstract: ObjectiveThe competitiveness and position of rape seed industry of Sichuan were specially identified and its advantages and constraints were discussed to promote the development of rape seed industry of Sichuan.MethodBased on a model of industrial competitiveness formation , an index system for rape seed competitiveness eval-uation was constructed. The index system was utilized to reflect competitiveness and position of rape seed industry from resource endowment, development ability and industrial environment. Rape seed competitiveness of main provinces, cities and autonomous regions in China were evaluated and analyzed by using factor analysis and cluster analysis , and then the competitiveness and position of rape seed industry of Sichuan in China were made clear. ResultThe competi-tiveness of rape seed industry of Sichuan was on the level of the second team which had a gap with Hubei Province. However, the competitiveness of rape seed industry of Sichuan was still in a better place in China. The main competi-tive advantages were its development ability and resource endowment , but the effects of development ability and indus-trial environment still needed to be strengthened. There were still more potential to improve the competitiveness of rape seed industry of Sichuan in future. SuggestionTo enhance the competitiveness of rape seed industry of Sichuan, atten-tion should be paid to accelerating the construction of modern breeding bases , innovating the extension model of im-proved varieties, providing support for modern seed groups and creating a good industrial environment.
