基于组态视角的星创天地绩效影响路径探析

摘要: 【目的】 基于学术界—产业—政府—社会公众四螺旋创新生态系统,探究星创天地运行绩效的影响机制,为今后构建星创天地及类似农村创新创业平台提供新的战略锚点。【方法】 选取2020—2022年福建省46个星创天地案例的创新要素导入、投资金额、成果转化与技术产业化水平等数据为样本,运用模糊集定性比较分析从学术界、产业、政府、社会公众4个层面探析多组态因素对星创天地实现高绩效的影响及作用机制。【结果】 高水平运行绩效的星创天地共存在8种组态,可将其归纳为学研主导型路径、公众主建型路径、产业—公众共建型路径、学术界—产业—公众共建型路径及全系统型路径。在5种高绩效路径中,有4种路径含有高水平公众参与要素,说明社会公众参与对创新创业绩效有明显影响;高孵化成绩的公众主建型路径覆盖案例数最多,且对最多的单一案例具有唯一解释;孵化成绩与高绩效评价呈正相关不仅直观体现孵化器运营的有效性和创新创业项目的质量,也反映了现行绩效评定体系的合理性及创新创业环境的优化。在稳健性检验中,非高水平星创天地运行绩效的驱动组态分为2种,且与高水平星创天地运行绩效的驱动组态不存在对称关系,即无法通过对立高水平星创天地运行绩效而逆向推导出致使星创天地运行绩效趋于非高水平的原因。【建议】 对于非高水平运行绩效的星创天地,不能只停留在补短板的环节上,应从学术界、产业、政府和社会公众的联系中挖掘各要素间的联动匹配,积极履行社会责任,最终实现多要素、全方位的发展:保障技术供给,强化转移转化;统筹多方力量,提高协同质量;注重优势发挥,突出要素联动。Abstract: 【Objective】 Based on the four-spiral innovation ecosystem of academia-industry-government-public,this study explored the influence mechanism of the operational performance of Xingchuang Tiandi,aiming to provide new strategic anchors for the future construction of Xingchuang Tiandi and similar rural innovation and entrepreneurship plat‐ forms. 【Method】 The data of introduction of innovation factors,investment amount,and level of achievement transformation and technological industrialization from 46 cases of Xingchuang Tiandi in Fujian from 2020 to 2022 were selected as samples,this study employed fuzzy-set qualitative comparative analysis method(fsQCA)to explore the influence and mechanisms of multi-configurational factors on the achievement of high performance of Xingchuang Tiandi from 4 levels-academia,industry,government and the public. 【Result】 There were 8 configurations of high level of operational performance in Xingchuang Tiandi,which could be categorized as:academia-research-oriented operation,public-oriented operation,industry-public cooperation,academia-industry-public cooperation and system-wide operation. Among these 5 high-performance operations,4 paths included high levels of public participation,indicating that public engagement had great impact on innovation and entrepreneurship performance. The public-oriented operation associated with high incubation performance covered the most cases and uniquely explained the highest number of individual cases. A positive correlation between incubation performance and high-performance evaluation not only intuitively reflected the effectiveness of in‐ cubator operations and the quality of innovation and entrepreneurship projects,but also reflected the rationality of the cur‐ rent performance evaluation system and improvements of the innovation and entrepreneurship environment. Robustness testing further showed that the configurations of non-high-performance Xingchuang Tiandi fell into 2 types,which did not form a symmetrical relationship with those with high performance. This indicated that it was impossible to reversely deduce the causes of non-high-performance in Xingchuang Tiandi by simply opposing the factors that led to highperformance. 【Conclusion】 For Xingchuang Tiandi with non-high level of operational performance,only focusing on ad‐ dressing their weaknesses is not enough,it is should explore the linkage and matching among various elements from the connection among academia,industry,government and the public,actively fulfill social responsibilities,and finally achieve multi-element and all-round development:safeguard technology supply and strengthen transfer and transformation;coordinate multiple forces and improve the quality of collaboration;and focus on the advantages and highlight the linkage of elements.
